good question! I have no idea yet! Originally, they weren't, too much power imbalance, after all, Endbringer are too strong, especially if they're not being held back. Honestly, it's not decided yet. At first it was meant to be that Rias' and the other devils' entire power set would just be their quirks and not that they're devils directly. But for either form, I have some drafts for the future, so it's just a matter of deciding.
