Last chapter Sebastian got mind jacked by Lucius while he was going home to Acier and the newly born Nozel. This chapter Niklaus was rebuked by Sebastian because of that. So that should be "Niklaus died of natural causes, shortly after Nozel was born."
Only Acier was likely aware of the true depths of his hatred, but it wouldn't matter, Niklaus died of natural causes, shortly before Nozel was born. Sebastian never got his "vengeance".

I think the Marines can't not give Nami a bounty. They also don't want anyone to see a big bounty and have them lose their minds to greed trying to claim it. They already have a ball park idea of how bad it would be should someone manage to take her. Just for making an attempt the marines got 8 destroyed warships and 6000 dead elite marines.
