if you are asking whether he could have done anything else, that's pretty simple. he could have stood with his clan as a deterrent. if one of the strongest clans in the entire world can be annihilated by two individuals with a special pair of eyes, they must be damn strong. and the hokage knew that as well. that's one of the reasons why he didn't move against the Uchiha before even when he had the support of the white fang, the sannin and others, even with only 3 tomoe. the other being the world war. if you argue that even if the coup succeeded they would be annihilated by the other villages, the same can be said if the coup failed. the hokage faction will also know that they will not survive a confrontation and hence they will have to take a step back. from the start this was just a powerplay by the hokage faction where they were constantly alienating the Uchiha due to their own prejudices passed down by an intelligent fool who couldn't let go of a century old blood feud that his brother worked his whole life to break. this would have created a balance of power between the same clan and the hokage faction. the Uchiha very much responsible for this. there unfounded arrogance is something else. but putting that blame solely on them is pushing it.
