Lucario is as much back as she's ever going to be. Miss Maid and Mars don't count as official harem members yet. Maybe the title is bad, but it's a nice reference to a scene within the chapter.
It's just the "current full harem" who are finally all at 1 location for the first time.

When someone asks "will she be in the harem?" I assume they mean "will I read about her doing harem activities" - and the answer to that is; for a few scenes, maybe even 1 or 2 chapters, yes. --- At least, that's the plan for now. Maybe she will join earlier. Who knows?
