For your first point, the period doesn’t matter and the effort barely matters too, the shinobi world is so backwater, they’d have to start the process of theorizing right from the start (do not even think about applications because if it was so easy, then tell me what comes after and over the telescope), their world is dependent on ninjas, for your second point, Author stated that Boruto will not be part of the novel, so those technologies (that are basic and highly dependent on chakra) are out of the question, for your last point, I specifically mentioned petty honor wars which are so apparent in the Shinobi world. (honor not resources except on some certain occasions) note: I specifically mentioned the telescope because that’s the point where general education ends and then you’ll have to choose your major and I don’t think fujin was a scientist because Author could’ve gone a whole different route if he was one and by impossible i mean that technology would reach our level in the Shinobi world so late that Fujin would’ve probably already have achieved his goal and is doing whatever he wants.
So, this tactic wasn't that successful later on, but it was quite good and was even used during the last Great Ninja War. I suppose it shows how good Lord Second was at strategizing. Even though it has been several decades and our enemies have created several workarounds, no one has created a plan to crush this formation... It's a shame that the downfall of this tactic would be caused by the decreasing numbers of the ninjas in these clans…"

It’s a centuries old ‘basic’ strategy.
Of course, killing all, or even half, of their ninjas is unrealistic. I'm not talking about their lives. Instead, it is their morale. Our attack has to be so crushing that even their leaders lose confidence and order a retreat. Once they do, the specialist units could turn into assassination units and pick off as many of their scattered units as they can before the enemy regroups or escapes into a safe place.

Impossible, fujin knows nothing about physics nor electricity, and making a satellite requires so many calculations, if the people of the shinobi world were capable of putting so much thought into that then petty honor wars would’ve stopped long ago. (They’re stupid is what i’m saying)
