the whole chapter was set up so one can understand how his perception changed. He goes from destroying the world to building a kingdom after understanding everyone in the world is not evil and worth killing. at the same time he understand that there is evil which needed to be killed. and the consequences of him choosing this path will obviously will be shown as he progress further into his gole... i mean isn't that the point of novel. i hope this clear things.
