Good news. This a complete waste of time and resources. The population will evitable reach 10 billion, BUT! It will only reach that in another 3 decades. I don't know about you but I'm pretty sure the MC will have amassed enough power to protect himself and earth or negotiate with the Celestials by that time. Or in the case that he is still powerless. He could develop space travel and deport half the world population.

Ok, Lets start with bad news. The population with reach 10 billion no matter how much you restrict, poison or terrorize the world. Its to big a planet to maintain such strict measures and the growth rate is absolutely ridiculous. 50m to 70m people die every year. And 130m to 140m are born every year. 80m+ people are added to world population every year and you want to stop this by persuading and tricking people to stop having babies.
