The story is going just fine author. He was supposed to be a minor villain so his current power makes perfect sense because as you said he hasnt had much time to take advantage of his knowledge with all that happened, and his already putting forth several plans to power up as well. Stories that take a bit longer to properly develop their characters may not grant instant gratification but they always feel much more whole and relatable at the end. I'm enjoying this story quite a lot.
