Works on mutants only as far as I remember. It was in X-Factor series.

It makes sense. If you have read comics then you would know that when suffering life-threatening injuries he spins himself into a cocoon with his webbing, which would rapidly heal him from even near-death conditions in rapid speed. This also allowed Spider-Man to shed his skin and revitalize himself, just as spiders do once in their own lifetimes. But don't forget he also too those serums, so, the time skip makes sense. Just my opinion though.
