It all happened so fast. Legion-1 began to produce light and died. Then the golden spear struck the altar and destroyed it. Their altar went up in another explosion, making two explosions that happened in a short amount of time.

Legion-1 didn't attack the goblin because he knew he couldn't kill her. If he couldn't harm her earlier with his spell, then he wouldn't be able to kill her oracle. He just doesn't have enough Authority to do so on his own.

It doesn't make sense to me how they don't have a higher authority than her. They gain authority at ×9 the rate they should be getting it, but they seem to be severely lacking in authority, given they weren't even at the top of the leaderboard for authority.

I don't think you said this right. By what you have said here, they should be getting ×9 the authority a normal true god gains, but there are gods with more authority (e.g. that goblin) than them?
The decision was easy for them because Authority makes them stronger while Oracles don't. Oracles are just channels between the gods and their believers, and while having more is good, having 9 Authority for each believer is better for them.

Why? That doesn't seem like the best option to me. I would have considered the domain quest given a domain's importance here and outside.

It just feels too static to me. Like a video game, where the rules and structure of the world are rigid. This is made worse with the presence of a system, but maybe this is just my gripe with system novels🤷♂️

I will begrudgingly accept this for the good of Legion as a whole.
When all of that was decided, they left Gemmis again, leaving one clone behind in the temple. They chose Legion-3 because he is too weak to use his daggers to hunt ice wolves.

Remember when golden light targeted Legion 1? The purpose of golden light, I assume, is to completely destroy an entity, but since Legion is considered one entity, it aimed to not only destroy Legion 1, but all the rest, too. Crystal Hoard is her own entity, though, when her and her altar were destroyed, golden light considered its mission complete. Her expectation was for it to go after the other God's altars, too, but it wouldn't because they are not Crystal Hoard.
The only reason Legion had been able to catch golden light was because it was delayed. It didn't return immediately to the mortal realm after destroying Legion-1 and their altar because it wanted to kill the other clones too. Unfortunately, it couldn't attack them from within anymore, so they were able to capture it.
