your murder hobo is leaking out in your question, I can practically smell your lust for pointless bloodshed. Mc is not supernaturally enhanced in any meaningful way, and other people have dragons who could and WOULD oppose him. He is playing things low and slow because there is no reason to do it any other way, his knowledge of future events has already won him the game if he sits back with his feet kicked up. He can let the greens and reds slay each other and come in as the hero once the dust settles and sit on the throne instead of Aegon the third who would be an easily usurped child who could not resist.

Those people are just expecting a murder hobo who will annihilate anyone who even looks at him wrong. They don't understand a core concept of this particular fictional world, "The Great Game", it simply flies over there head. You are doing an awesome job just like your other fic.

If you really wanted Otto to be the one to tell the King, you could just play it off that he has always known. Otto became the hand after Baelon died, it wouldn't be to far fetched for Otto to have found out about Baelons base born son. He could have kept it a secret to maybe use against Baelon or something, but never needed to because he died.
I was thinking about having Otto find out about it, but I really don't know how he possibly realistically could, or would find out. So I might have to put that on hold until I can think of a good reason the secret would be released.

I mean, isn't he already sorta bonded to a dragon? you could have the dragon come find him in a busy place and his secret of having dragon blood spreads from there. I don't know when you plan to bring in the dragon. maybe have Rhaenys tell her husband in an amused way, because I am sure she would find it amusing that Baelon had a base born son when it's known he never moved on from his wife.

Harry potter world magic for sure could, i think Elder Scrolls magic can also make small spaces bigger in one way or another as well.
