That is correct in a certain point of view, but I think the City Watch operates by districts/gates, and certain districts don't have fighting pits, so I would assume that some officers/captains/lieutenants, etc... don't know about these fighting pits. An example would be: Imagine a fighting pit is situated near the Iron Gate, the goldcloaks of the district of the Iron Gate most probable know and are paid to leave the pits in the "shadows" or to look the other way. We can then imagine that the Goldcloaks from the King's Gate, which is on the opposite end of the capital, do not know about the Fighting Pits, or perhaps know of some rumours circulating about them, but have never seen one or confirmed one with their own eyes even once. That's how I see it, but I'm always adept to change my views if proven "wrong".
This is the young generation. I think if it was the future (Anime timeline) generation, they would have mopped the floor with them already.
