We happen to know that Igor has been fighting simulated, but very real wars every month for three years, atleast we assume he fought every month. At some point, war became something natural to him. While its certainly close, I’d have to say Jack. Basara has a dragon enhanced bloodline and holy sword potential from his father, gremory devil blood from sapphire, etoulde blood from rapheline which is of unknown strength, and the boosted gear. Jack has an inherited blessing from his father from an ocean god and holy sword potential, semiramis’ bloodline and god bloodline from his mother, the enhancement and apophis infused twice critical (that is becoming like the boosted gear, and enhanced by ophis and great red) from his other self, and infused fallen bloodline enhanced by azazel and a second sacred gear that multiplies leg speed by x10 minimum, and probably the Brynhildr sword. While the two are certainly strong, Basara’s potential remains unknown, while Jack has two more advantages knowledge and time. Knowledge of the other Jack’s world, while not perfect, is still useful telling him what he can do with his gear (like absorbing other equipment to grow stronger), as well as a few things he could take advantage of (like the bloodline infusion spell he used to become a fallen). His other advantage is time, having trained for 2 nearly 3 years more even if Basara starts now, not to mention Basara likely won’t be allowed to take dangerous missions for a while due to his age, limiting experiences to grow and situations to profit from.
(Who do you all think has better potential? Basara and The Boosted Gear or Jack and The Abyssal Eclipse Gear? Who has the better lineage too?)

I just realized Guy's father might live because of this. He died in canon protecting his son's team from the 7 swordsman, but they might not even run into them with Hikari's interference. Even if they do, he could at least join, save Duy, and split credit. Even if Duy still dies, they could kill more than the 4 that would die in canon.
So does he appear on camera unlike normal vampires, or is it a controllable thing?

Well, Ryuko was actually the first to notice the odd phenomenon, but that wasn't important. I think that monster girls would be interesting, you could probably give them some unique fighting styles that you don’t normally see. As for who, I’d surprisingly say someone like Rachnera, which is funny since I have arachnophobia.
