Additional evidence to this is that hanatarou was also able to heal/restore Ichigo completely despite being far weaker. Someone failed math class. But if you want a clearer explanation of what the author means as opposed to what he said, you're close. The author is implying the previous body before this one makes his mind equivalent to a normal person's baseline and the current bonus is actually bringing him above the norm. However, the use of multiplication to show this is flawed as the author had used percentages prior and 1 multiplied by anything does in fact equal the same value.
