Honestly, pretty poor first chapter. I ended up skimming most of it since there was just too much unneeded detail and with how these people, frankly, just would not exist in America. I'm just going to imagine this arc is in England from now on despite the FBI being present cause at least then it would be believeable.
Now, if this was soon after America was established this would be fine with me. But seeing as how the FBI was founded aver 100 years after that point, there is no reason anybody there would be referred to as a Lord. The only other way I can see this is if this is either a Lord from another country just vacationing or if there is some sort of Supernatural community, but even then it'll still be iffy.

Honestly, don't see the appeal of Heterochromia. I think it's a design choice that works for specific characters like with Todoroki from MHA, and that's only because of his entire theme is half of him being red and the other half white(don't know why typing this made me think it but think of how atrocious his chest hair would be...). Now, if he's doing some busted magic that makes his eyes glow different colors while he's using it, then I think it would be cool. As long as the colors fit the power

Honestly, I can see how it can be misconstrued so Hiruzen is a villain like character. HOWEVER, I feel it is extremely important to note that he is literally the leader of a "secret" military city. I mean, logically speaking anybody in that position, INCLUDING Naruto has to make "villainous" calls for the sake of the village. I think a lot of people don't connect the dots and realize that Naruto himself has probably signed off on assassinations for people outside the village who can be seen as threats to Konoha. Hiruzen did the best he could with what he had, but even then a lot of his decisions are sensible. I 100% would not trust telling Naruto his is the Kyubbi Jinchuruki or who his parents are. I mean, looking at the Hyuga kidnapping attempt, what would happen if Naruto knew and told people he was the son of Minato and Kushina right after 2 back to back wars. And knowing how susceptible to change children are, what would happen if Naruto learns he is the Jinchuruki when he was, like, 6 or something. He would eventually start believing everybodys words that he was a monster and maybe either leave the village or snap and start killing people down the line. I mean, look at Sasuke. He betrayed the village to join Orochimaru because he knew who killed his parents and wanted to hunt Itachi down.
Anyways, due to Kishimoto's writing style, Hiruzen's portrayal is so incompetent as a leader to the point that it's easier to paint the guy as a villain than anything. So now I kinda get why fanon makes Hiruzen out to be a villain, but in this fanfic, I still want Hiruzen to be consistent with how he was portrayed in the original series.
