To be fair, the staff of Magnus is now gone (I would guess at least) so a major source of power for reyvin is now gone. Conceptually Miraak shouldn't be as powerful as a god despite being backed by one of the scarier ones... but who knows what the author is gonna do, can't wait to read it though
