He literally made a laughing stock out of the term Yakuza, to the point the original Shie Haisaikai boss didnt want to start any bad stuff like Kai envisioned. so for there to be someone of this status in the villain world of Japan is wrong. Why do you think Deku and MHA arc only had so few Organized crime, and all led back to AFO as the mastermind. all other organized crimes are just partnered up villains.
