I'd say any person normal and no doubt u and I would, yet writing his character and his pros and cons. He's a family, man especially very prideful of his house. Rhaenyra arguably being his most treasured person in the world, looking after and caring for her since he was seven, seems not right for him to leave her in a her most desperate times. He still cared for Viserys but not as much as his niece. Arguably leaving Westeros where his family lived for a new life and abandon his house wasn't like his character. Although preparing, training and build relations with external powers in a foreign yet familiar land that would aid him in future events, is a thing he would do. For the protection of his house, to not be overshadowed by Daemon and to gain a name for his self. I do not doubt for what he has done in these three years, his name won't be forget in time.

His relationship within several free city strongholds give the ability to come back, helping them from attacks by pirates from the step stones, Qohor and their problem with the Dothraki's.
