To be fair the are very powerful on there own, and the are no evil groups in paladea, so he just has to keep an eye on arriving groups and even then, they will have to fight them to capture them and that will cause a lot of comotion. And will alert the government, and they will have to react strongly and send cops or even the champion to avoid problems, so unless they can defeat all the dragonites and the mc all within a few minutes and escape, they should be relatively safe
