Someone capable of that could only be a psychopath. And the royal system of succession favored such individuals—those who could kill their own family for power. If Ozai was a psychopath who became king that way, what about his father, grandfather, and so on?

shouldn't he have orc instincts as his mind and body are orc so all the physical processes of the brain are orc the only human part of him now is memories.

I'm glad you made your mc realize that just because he used to be human doesn't mean he'll act and think like one as a different species as the physical body plays a large role on how a person develops so his inhumane brain will make him inhumane I never understood why other authors don't make it like this.
I had a different, inhuman brain with the following adapted biochemistry, metabolism, and instincts, with the added factor that I was a baby, a cub. At least I was the same sex, a blessing that avoided further internal chaos.
