No, there are other places that use magic like the Algrand Empire. What makes Victor's home world special is that they can Level Up. While other races have a maximum cap on how strong they can get, the people in Victor's world do not have that limiter. Leveling Up pushes their maximum cap back allowing them to continuously get stronger and stronger. In the OG Story, every person in the world has the ability to level themselves up. Most people do not stick with it as it becomes quite tedious after a few level ups.
No they would not, but they already have prior information on Victor. They are giving him the benefit of the doubt because of his past actions. Saving the passenger transport ship without asking for any reward demonstrates, at the very least, that he does care for his fellow man. Yes, some would argue that it could be a ploy, but they would likely think he was a good man.
