No, they aren't. The villages are basically military outposts, while ninjas are glorified mercenaries. They need resources and monetary support from the actual nobles, which I know it sounds crazy considering they have chakra and could easily have used it to become self-sufficient. I blame kishimoto for that since he wanted to make things similar to Japan where ninjas and samurais served nobles like the daimyo. I think that after a thousand years since chakra became a thing, the hierarchy of the world should've tilted in favor of the people who hold actual power.
