Canonically 6 people scored under 6 seconds at the sprint. 5 without Tenya, Bakugo one of the few that we know of did it in slightly more than 4 seconds, just behind Lida. Then again we don't know Shoto's and Momo's with the latter having ranked first overall.

Also those trials are supposed to be individual assessments, no should be interfering with one another. Secondly Law messing Tenya caused more issues to both than he gained.

Also if a random ability(ies) appears out of nowhere then the heroes might affiliate him with AFO. Causing distrust of him.

People with multiple quirks aren't exactly multiple quirks. Shoto Todoroki's quirk is an hybrid form of his parents', a fusion. But he still doesn't have multiple quirks, even in the anime and manga his powers are named as one singular quirk. The only ones with multiple quirks are people with AFO and OFA.
