I can try and do both. Perhaps I can wrap up Ultimate Cypher in 50 chapters or something and also start a new story. If I'm being honest though I wish I could rewrite Ultimate Cypher. It was my first story so I made a lot of mistakes with it. For example my newer stories like Altered Mind and Zodiac are much higher quality.

Honestly I have been thinking about making a poll. I plan on starting writing again with the start of the new year. But, I'm still unsure if I should pickup one of my old stories or just start a new one all together. - Ultimate Cypher - Altered Mind - Zodiac - Start a new story These are the current options.

Yeah, I get that part. But they still had TVs and computers even during Naruto. Also the experiments Orochimaro was doing required some type of technology. I think it also depends on where we are talking cuz technological development wasn't exactly consistent across the continent. Like some place lived like it's the middle ages and others had floating islands and self assisted flight (Village Hidden in the Sky) and trains (Snow Country) and both existed during 2nd Ninja War. My point is, Kishomoto wasn't really consistent with this issue. And, my current theory is that things weren't technologically advanced because it was very rare for them to have a long period of peace. Which is important if you plan on building infrastructure that can help support technological development, like satellites, phones, Internet, railway stations and planes.

I may continue it. But, it's been on Hiatus for over 2 years now.

You're forgetting that the Diamo from all five nations had a video conference call during shippuden arc. Not to mention that they have radios for long distance communication and cameras, computers, cassettes and satellite dishes on some of the buildings.

Don't they have video cameras? And, computers?

It isn't dead my man. Just paused. There's a chance I'll start uploading again this week.
