Is it that they don't use it for names or they don't use it that much in general, because we have things like lava release in Naruto, It should obviously start with the same letter as L in so it's not like they can't pronounce it or use it, so it's not that far fetched for a L starting name, especially when I remember all the Lees', Li etc. ( Granted I didn't see that many names in Naruto, but my point stands)
