Your statement is already wrong, as danzo takes kids from orphanages in the land of fire and other children with low status in the village. That Hiruzen wouldn't care about. He favors children who have special abilities like Aburame, Yamanaka, and other clans but will still pay special attention of kids like Sai. But he will take just about anyone that Hiruzen won't directly defend against him. Not to mention, after the Uchiha Massacre, all his operatives are no-named ninjas with no records on them. In the backstory of Itachi their are basicly faceless ninja who don't come from any clan or have any special abilities that are sent out to kill another Anbu member.
