Potential should determine the height to which a pokemon can reach in their lifetime. For example, King of Heaven or Champion. However, it should also have an effect in the rate of progress of a pokemon since there will always be those who are talented and can break the shackles of the race. Resources, training time and program, mastery of rules or laws are other factors in the growth rate of pokemon. It just doesn't make sense how potential will not have any effect in the rate of progress. I believe a pokemon with a Champion potential (Indigo ?) or even Legendary potential (Violet?) will have a faster progress than a pokemon with a Red potential since potential should be quantified from racial value/ bloodline (maybe it has a blood of legendary pokemon) or the parents have a high mastery of law. A quasi-god pokemon who inherited the Law of Flight from its parents should have higher understanding of flight attributes than a red potential pokemon. The conversion of energy from pokefood amd other energy props should also be higher because of bloodline or inherited elemental law.
