might disagree, Aeon embody their concepts as in Ideology, while herrschers concepts are more or less like the four forces of nature (therefore weaker). also herrschers can come back because of the cocoon, the cocoon can reset the planet with the end (the same concept as Terminus the Finality which probably where cocoon power came from) so it's not really a big deal for it to bring back some herrschers but it (herrschers) serve as a trial for humanity to overcome TL:DR Herrschers embodied concept of nature, while Aeon embodied the way of nature / human. therefore Herrschers are weaker than Aeon
