The Lightning Surge was an S-rank skill, so Mark reduced the output of his lightning surge so that the people wouldn't die. No human would be able to live if they were hit with an S-rank lightning skill. They were going to be experiencing phantom pains for the rest of their lives and some of them might even have some nerve damage. But as far as Mark was concerned, it was fine as long as they weren't dead.

There were many people around who were trying to get away from the fight, but they were not able to run away quickly enough before the buildings came down. That was going to hurt. Mark couldn't really save every one of them, and he didn't care enough to try, so he just walked over to Hercules.
