I've never seen someone use 'shifted' to describe moving before. Is this intentional?

This is contradictory. As the town lord/mayor/whatever, he IS the declared ruler of the the land he sits on. Just because he's not the king doesn't mean he doesn't hold any authority, and because he has authority over the area, that makes him the local ruler, de facto or not.
Augustus O'Dell was the undeclared ruler of his land. He was nothing less than a king for the people. He was an arrogant person, who held great pride in the legacy of his family name.
