About shukaku rampage, yes it happens often but the no. of ninjas that die during these attacks are minimal as suna must have definitely come up with a few tactics to reduce the casualties since the attacks have never stopped so as a ninja they would have a few tricks up their sleeves. The no. of ninjas that die in shukakus rampage can't compare to the ones that die to konohas internal politics. You have seen in canon how they use their own village kids for experiments, etc.
