For 2 and half years he ha gene optimizing fluid he could have given hokage to gain support and it give him 50% boost to chackra. Even if it is not such large boost it would give hokage chance to survive the trap. And recently he made gene repair fluid whi could heal and it might enable to gain wood release. With that achievement even with only his warning people would take a bit more seriously and prepare. But no mc didn't share anything.

My theory is that Zeno had large battle where he was severely wounded. Probably soul or his power of existence or something like that, ether way it should not be something simple. To heal him self faster he split him self in to several parts through several timelines and because of that he is in child form. Since he started that way of healing he is linked to each timeline and every time new time line is created it splits him and making him weaker. Because of that it is forbidden to create more timelines and has someone to manage all timelines. Of course he can merge him self in to adult form but that could have some consequence. It could be that that will destroy other timelines or more probably his power would alert his enemy and course another war of omniverses. There for he is obsess to have army by his side and for that he needs that each universes rises their power level. Also it is possible that his power is linked to the power level of his universes in each timeline but if it is so it would not make sense why he is erasing them so casually. Coclusion: -Zeno is split in to smaller parts to heal -Zeno needs strong warriors to follow him to beat some threat. Therefor he Universe power level measurement. -Enemy is still there.
