more then 99% of one piece characters can swim and even some devil fruit users can swim too (actually i don't know how many mundane people can swim but because the fitness is high it should be a high % but if you look at irl its 40% global but the % is lower because of large landmasses with no need for swimming but one piece is majority ocean so there would be a higher need for swimming and irl 60% of men can swim so it would be a fairish comparison to say 70% of men can swim with maybe 60% global swimming capabilities in one piece also taking into account there is no initiative or need for kingdoms to teach swimming to civilians) but the swim swim fruit can swim though all ground and there are 2 users of it :p
