"I agree," Elara said, her mind racing. "But how do we approach this? We can't simply impose our will on them. That will only deepen the divide."

"We need to listen," Marcus suggested. "We should send a delegation to meet with the dissenting factions, understand their concerns, and address them. They need to feel heard."

Elara nodded, appreciating Marcus's insight. "That's a good approach. But we must also show them the benefits of being part of this council. We can't let them believe that they'll be worse off under our leadership."

"Let's gather a group of our most respected allies," Garrick said, his voice resolute. "If we approach them with a united front, it might ease their fears and allow for a constructive dialogue."
