Because some werewolves in their wolf form have already been defeated by humans and this is much more difficult in the case of vampires who can only be defeated with wooden stakes, decapitation, and heart extraction
I believe that the series only showed the fear of vampires by the bite and not the true strength of rank. Like the pathetic scene of Jackson defeating and biting Lucien.
