An ultimatum. It was a harsh decision, but it was necessary. Strictly speaking, Spade giving an ultimatum to Levin was better than not giving the alpha a choice at all. 

He considered their relationship and the fact that Levin wasn't truly involved in what his parents were doing, at least not yet based on the evidence. This was also going to be his final mission if Levin ever chose to fight with his family.
