The main reason why Deus could create a lot of Zenchi with his system was that his system was created by Systema Kami, the God Of Worldly Systems.

Every system created by Systema Kami was approved by the creator of the Katake Multiverse, otherwise known by many aliases such as [The Storyteller], and [The Author Of The Box], namely known as Katake Kage Zenchi.

Systema Kami was considered someone who had a deep friendship with Lord Zenchi so it was no wonder that every system creation of his was mostly approved unless it was too unreasonable and cheating.

Since it was just a money printing system such as the Tap Idle Tycoon System, it wasn't that difficult for Systema Kami to allow Lord Zenchi to approve of the creation of that system.

Not to mention, money wasn't considered to be supreme in the entire Katake Multiverse as power was still considered supreme. Even those idle power systems could be approved so why not a money printing system?
