The number of people walking through the streets had increased, so it was hard trying to call out to the two. Gan had to run over to them because they couldn't hear him. They were both spooked when Gan tapped them on the shoulder—and they almost went on the defensive.
"Wow, wow, relax!" Arlo pulled out a knife, he was clearly going to use it on Gan.
"Shhh... it! You scare the hell out of me!" Arlo quickly put his switchblade away.
"You're way too paranoid, what the hell did you do so bad that you'd jumped like that?" Gan squinted and questioned.
"Nothing, I've never even been to Cerulean City before." Arlo was a part of Team Rocket, so he was always looking over his shoulder.
"If you had stabbed my buddy with that knife, you'd be dead for sure!" Warren gazed coldly at Arlo, but it wasn't as sinister as recently.
"Damn, relax! I always look at the person first before stabbing them, jeez." Arlo scratched his temple and said hurriedly.
'That doesn't justify stabbing someone!' Gan narrowed his eyes at Arlo.
"In any case, I was just wandering around town. I heard some news recently, so you guys may need to be careful." Gan said seriously.
"News? News of what? Did something happen?" Warren squinted and asked.
"Well, recently, someone was stabbed to death out en route towards the city. The description fits that of a Team Rocket member." Gan stared at Arlo suspiciously.
"W-what? It couldn't have been me, I was with Warren the whole time." Arlo was stunned.
"It's true, he was with me the whole time." Warren nodded and confirmed.
"Well, I just wanted to let you guys know to be aware of the situation. The police seem very adamant about finding this clown. I don't think we can stay in this city very long, the police in this City don't play."
Gan was knowledgeable about this. The police in Cerulean City were on their game compared to Pewter and Vermillion City. They also had their guards up in Celedon, but some of them are even being paid off by Team Rocket to keep silent.
"Ah, man, we just got here and some idiot decided to stab someone randomly." Arlo was visibly irritated. He even felt like finding the guy and killing him for ruining his small vacation away from Pewter City.
"There are a few bases here, but they're more personal than actual bases. I reckon that this could be the work of a Team Rocket division, but a small division. Cerulean City has some pretty interesting things, they're mainly here to keep an eye on a place here. I'm not sure what the place is, but Giovanni placed an Admin here to watch over that place."
Warren was quite informed. There were no real branches in this city, but they had set up a small base.
"An Admin?" Gan frowned, an Admin couldn't be trifled with, so it was best for him not to get involved—as if he was going to anyway.
Warren nodded seriously.
"We shouldn't get involved in those types of things, anyway. We just need to do what we need to do and leave. This place has some pretty decent pokemon that we can catch. However, they won't be of any interest to you, Warren."
Gan already knew Warren's interest was all Pokemon that could fly in some way.
"Oh, what pokemon can we catch here, or... steal." Arlo's interest was piqued.
"There's a pond here, it's inhabitant by the Pokemon called Slowpoke and Poliwag, you pick." Gan grinned and said.
"Slowpoke? Poliwag? What do these Pokemon look like?" Arlo was someone who hadn't seen the world, he seemed to have zero knowledge about any Pokemon.
Warren's eyes flashed with contempt, this guy seemed destined to be a grunt forever with his knowledge.
Gan explained, then he pointed towards a little girl playing with a Poliwag someways away.
"That Pokemon looks like a weakling... a chump. This Pokemon doesn't seem qualified at all—to the point where little kids play with it." The Pokemon looked like a little weakling from his perspective.
"A weakling? Every baby pokemon looks like a weakling until they evolve. You haven't seen its evolution, it evolves into a powerful Poliwrath or Politoad!" Gan looked at Arlo like he was an idiot, he called Poilwag's potential weak?
"Oh, so how does it look?" Arlo was curious. Warren just watched, he had seen most Pokemon before and Poliwrath was something he knew of.
Gan pulled out his Pokedex and showed him a picture and typing of Poliwrath. Arlo was stunned, it looked tougher than its baby form, and it was also a fighting-type Pokemon. It had two typings, making it better than the Mankey's he had seen his other Team Rocket companions using.
"What is this device? It can show you so many different Pokemon, it's no wonder you know so much!" Arlo could see other pictures of Pokemon on this device, this intrigued him.
"Incredible, it's a Pokedex! How did you get one?!" Warren was utterly shocked. Not just anyone could get their hands on a Pokedex. These devices were strictly handed out carefully to "special trainers'.
"I stole and rewired it. I changed the color, so now, it's only mine." Gan naturally had an excuse.
'What unlucky guy could have fallen into his hands?' Warren sighed with emotion, who was so unfortunate?
"I want that Pokemon, it would make a good addition to my team!" Arlo was convinced. This was understandable—Poliwrath was the only duo-type fighting type in Kanto—with water being its primary typing.
"Good! I want one as well. So, we wait until nightfall to get them." Gan wanted to add this Pokemon and its evolution chain to his dex. It wasn't a serious choice, but something needed.
Arlo wanted to ask, why at night? But it was obvious that this wasn't something being done legally.
"Here's the plan, this will be our first little grand theft so don't screw it up," Gan smirked and began to explain his plan to both of them.

Several hours passed. During their spare time, they went shopping for clothes. They also took a trip to the Pokemart to grab some Pokeballs and Potions.
Gan bought some more Pokeballs, he bought a decent amount of them—ranging between Poke balls and Ultra balls. He was even given free Premier balls due to a regional sale.
Everyone seemed to be enjoying themselves. Arlo was broke, so Gan had to buy him some items from the Pokemart. Warren bought a few things there, but he mainly bought clothes from the clothing store.
The night slowly descended on Cerulean City, and they made their move. Gan summoned his Pidgeotto and had it scout the area. It only came back when the people hanging around the pond had left the area.
"I'll have Pidgeotto fly me over, then I'll have him come get you. Warren, you can stay here and be a lookout." Gan whispered then Warren nodded in return.
Pidgeotto flapped its wings over Gan's head, then Gan grabbed its feet. Pidgeotto had no problem carrying Gan over the large fence. It was pretty dark out with only street lights illuminating, so everything seemed perfect so far.
Moments later, Arlo was brought over. Pidgeotto stood on the fence, quietly monitoring the surroundings. Both Gan and Arlo walked towards the pond, it was fairly deep with a decent number of Pokemon inside. These Pokemon were only here for display and they weren't used for anything more.
Gan took out one of his Pokeballs and pointed it toward the pond. Afterward, a red laser was released—then Gyarados appeared on the pond. Gyarados could barely fit in this pond, but it could easily float off the pond.
Gyarados didn't make a sound, it usually roared when being summoned. However, it was alerted earlier by Gan to keep silent this time around.
"You know what to do, buddy. Go draw some pokemon to the surface." Gan said quietly. Gyarados nodded and dove into the deep pond. This pond was man-made, so there weren't many Pokemon in this pond.
Arlo summoned his Voltorb since it was the best option for dealing with Poliwag. It didn't take long, it had only been just under a minute—when the surface started to bubble. And sure enough, Poliwag had shown itself. Furthermore, there was another type of Pokemon besides Poliwag and Slowpoke.
Horsea!
The expressions of these Pokemon within the pond was that of terror. When they saw Gyarados approaching them from above, they were shocked. Gyarados allowed them space to run, drawing them to the surface of the pond.
Horsea and a few other Pokemon were flung out of the pond. What followed after, was Gyarados surfacing.

Arlo didn't waste the opportunity, he ordered his Voltorb to use a Charge beam on one of the Poliwags.
"Vol... torb!" Voltorb's body shook, then a beam of light shot from its body towards a random Poliwag.
