Greedy merchants wouldn't willingly give them to Byakuya.
Moreover, collecting large numbers of Devil Fruits would attract unwanted attention since Byakuya's crew wouldn't suddenly gain new powers, raising suspicions.
He would have to do so secretly if he couldn't collect them openly.
Perhaps it was time to officially establish the "Night" organization. Currently, it consists of just Byakuya and Sonic.
Byakuya initially wanted the organization to consist entirely of characters from One Punch Man, but now he has changed his mind.
