The fights in two different places
After Death two left with Kakashi, The Hokage reached the underground lab. All the Anbus failed to come since the overwhelming called was too much for them to handle.
Even Hiruzen himself was struggling to move. The temperature was so low that even with help of his mastery of fire nature Chakra transformation, Hiruzen was struggling to reach near Esdeath. It shows what level of natural calamity Esdeath has become. In her previous life the imperial arms have their own limitations. The effectiveness of the imperial arms depended on how compatible it was, with the user. Someone like Tatsumi had managed to bring the full potential of his imperial arm. But still he fell short. Every imperial arm, had their limitations.
But in this life, Esdeath was not bound by such things. According to Kurama, due to some mutations in her bloodline limit, she has awekened the natural ability to control the temperature around her. This ability of her's clearly relied on her chakra and it also had it's limitations. But in this life she has other options. One of the best option being fuinjutsu. She has created multiple seals in order to take care of this kind of problems. She has created seals to mix her water and wind chakra and further mix then with her yin chakra and create ice release. She has created a seal for her body so that, she could survive and move even in extremely low temperature.
The third seal she has created allowed her to lower the temperature further, than she would manage to do naturally.
These three seals, were the main seals, Esdeath uses in combat. She has yet to create a seal that stops time and the teleportation seal is not battle usable since it takes time to prepare.
In these past five years, Esdeath has also created many other seals, taking inspiration from pre-existing seals. But she doesn't use them in active combat. Because she doesn't need to.
Hiruzen has reached her, true. But in the extreme temperature where he doesn't have the advantage like Kakashi, he has no way to fight against Esdeath. He refrained himself from summoning Enma, since it would be useless against someone like 'Naruko'.
On the other hand, Death two, who has taken Kakashi out of the village, to fight him separately, was facing the copy nin.
After escaping The Frozen hell, Kakashi has decided to shut down his shiro senko jutsu in order to save Chakra. But for him it turned out to be a great mistake. Even if he could see the movements of Esdeath, countering them was an entire different matter. Esdeath who could keep up with Kakashi in his shiro senko form, was easily overwhelming Kakashi with her speed alone. With her greater experience and sword skills, Esdeath didn't give the Kakashi any chance to use any ninjutsu and relentlessly pursued him.
Kakashi realised that, he is going to lose to a ten years old girl, if he didn't act fast. Is Chakra is running out and he was just getting beaten without getting any chance to retailiate.
So again Kakashi activated his shiro senko jutsu.
But unknown to him it was the exact thing what, Esdeath wanted.
She immediately lowered the temperature and turned the forest around them into a frozen waste land.
After getting the territorial advantage, Esdeath just kept up with Kakashi's attack for 30 seconds before he ran and out of Chakra. Kakashi did try to make a final move by gathering all of his Chakra and using purple lightning and the same time. But Esdeath was not stupid enough to let her enemy use his trump card against her that easily. Kakashi was already disoriented. And since he was focusing on his final move before going down he was not able to do anything when Esdeath destroyed his sharingan eye.
Because of pain, Esdeath found a opening and able to knock out Kakashi. If it would have been anyone else, Esdeath would have killed them without a second thought. But after the Sharingan is gone, Esdeath didn't saw Kakashi as a threat. Infact she was fascinated by his performance. Unlike Guy, whose technique destroys his own body, and Hokage who has a lot of chakra and knowledge, Kakashi has nothing special except for his sharingan eye. But he has managed to invent such a powerful technique all on his own.
The shear potential he has, was astounding. So Esdeath decided to take him as a subordinate. The convincing can be done later.
On the other hand since the Hokage couldn't fight in his full power, he was simply struggling to defeat the shadow clone that death two has left behind.
So it gave the original Esdeath to completely free the other half of Kurama, very easily.

"*Roaaaar !*"
The nine tailed demon Fox finally emerged after ten long years. His roar was enough to paralyze anyone who rememberd the night of October 10th. That night half of the hiddenly village has been destroyed. Mainly the civilian residences in the center of Konoha. Since almost all of the clans have there territory in the peripheral region of the village with Only Uchiha having their clan in the outskirts, the civilians had to take the fury of the nine tails ten years ago. Now the Uchiha is gone. But I didn't change anything. This time even though the fox emerged in the outskirts of the village, it's power was the same.
This time, most of the civilians and non combatants have been evacuated to the Hokage mountain due to the sudden decrease in temperature. But at the end it changed nothing. Everyone has realised that the nine tails holds enough power to crush the entire hidden leaf village without much effort. That oppressive chakra combined with the cold atmosphere made everyone beg the God for mercy. Even the veteran shinobis were no exception.
The leaf village was facing the catastrophic creature again after 10 years.
Little did they know that there true opponent was not the nine tails but a 10 years old hunter who is much dangerous than nine tails himself.
