Legion, on the other hand, wasn't willing to spend too much divinity on something that they already had four of. Besides, they still don't know just how useful heroes will be. On the other hand, they know how useful golden light will be if it is upgraded. 

They also don't think it is worth it to extort their whole pantheon for something like that. After all, they still have a great war against the humans to fight to reclaim their lands, so they think it is a good idea to have powerful godly assistants instead of mortal assistants.

Fighting the humans won't be a war between gods. It will be a war between races so it is best to have other gods on their side. They are already preparing for that just as they are preparing to have heroes.
