It wasn't as if the receiving team was just lazing around and making snowmen on the island while Zeph and the other members of the transport team scrambled to make any last-minute preparations for their arrival at the location given to them. They too had their own set of tasks to do, even if Ramiel and the lady in the lab coat seemed like they had nothing better to do than wait.

There were supplies to check, electromagnetic locking mechanisms to test, generators to bring online, and security checkpoints to man. 

With a clearly established pecking order that was absolute, and easy to understand the Nephilim, half-Nephilim, and more successful experiment results from ages past worked with clockwork precision to bring the facility fully online.
