[Sasuke stayed up late, meticulously reading through the history of Konoha.]

"And what about your Four-Tails Jinchūriki, Roshi? He doesn't respect your authority as Tsuchikage and just wanders the ninja world on his own."
Onoki's face froze.
Damn, it makes sense!
He couldn't refute either of these points!
In terms of time in power, he was on par with Sarutobi Hiruzen.
But his Iwagakure was also a mess, and he, as Tsuchikage, couldn't do much about it.
