Half 8-star blacksmith refers to one who has achieved the proficiency above 7-star pinnacle but beneath that of a true 8-star blacksmith.
Quasi 8-star blacksmith refers to one who has achieved the proficiency of a true 8-star blacksmith, just that he fails to meet certain requirements to be promoted to a true 8-star blacksmith, such as his cultivation realm not meeting the mark. Once he meets all of the requirements, he'll be eligible for an immediate promotion to 8-star blacksmith.
