Meanwhile, the looming threat of the Aqua Laguna high tide added urgency, threatening to flood the lower city.
Amidst the chaos, Franky was furious. He couldn't believe that anyone would harm Iceburg, let alone someone affiliated with Luffy's crew. Driven by anger, he stormed in to confront Luffy. "Your crewmate, Robin, attacked Iceburg!" he shouted, fists clenched and eyes blazing.
Luffy didn't back down. "We don't have all the answers yet!" he argued, but Franky wasn't interested in reasoning. With a roar, he launched a powerful attack. His Coup de Vent created a massive blast that sent Luffy and Nami scrambling to avoid the shockwave. The dock was obliterated, forcing Luffy and Nami to retreat, vowing to get to the bottom of the mystery.
That night, under the cover of darkness, Luffy broke into the Galley-La headquarters. He was on a mission: find Iceburg and get the truth. However, the shipwrights were ready and chased him down, catching him in a brief but intense standoff. When Luffy finally reached Iceburg's room, Iceburg confirmed Robin's involvement in the attack but seemed to be holding back some information, pulling a gun in frustration. "You have to understand! There's more to this than you realize!" Iceburg shouted. Luffy, barely dodging Iceburg's anger, managed to escape.
Elsewhere, Sanji and Chopper finally located Robin, only to find her ready to leave. Her expression was resolute, yet her eyes held a sadness that Chopper noticed instantly. "I'm leaving the crew," she said firmly. "My past… it's too dangerous for you all. It's better if I go."
Sanji tried to persuade her, but Raja stepped from the shadows. "It's Luffy's decision whether you leave or stay," he said with calm certainty. "But remember, Robin, if Luffy chooses to bring you back, we will follow him without question. You can go for now, but I know our captain will come for you."
Meanwhile, the rest of the crew prepared for a confrontation. Luffy believed Robin was being coerced by someone else—a masked figure Iceburg had briefly mentioned. Before they could take action, however, Franky kidnapped Usopp and stole the Going Merry, hoping to draw Luffy out for a final showdown.
The Galley-La foremen were on high alert. Workers and foremen patrolled every corner of the headquarters, ready to defend Iceburg from further attacks. Inside, Iceburg called Paulie aside, sharing a critical secret. With a heavy heart, Paulie agreed to protect Iceburg's hidden safe, where the legendary blueprints for Pluton were kept. But he knew this was only the beginning of a larger battle.
Late that night, an explosion shook the Galley-La headquarters. Amid the smoke and confusion, masked men, including Robin, rushed in. Many of the workers assumed it was an assault from the Straw Hats. Nami, Zoro, and Chopper broke into the building, searching for Luffy but found no sign of him. To their dismay, Luffy had managed to wedge himself between two buildings, hopelessly stuck.
In Iceburg's room, the masked men made their move. One of them, a tall figure with a bear mask, used the strange power of the Doa Doa no Mi to slip through the walls, ambushing Iceburg and shooting him in front of Robin, leaving her to guard him. The masked agent then overpowered a foreman with ease, his hardened body unyielding to any attack. Iceburg, barely conscious, revealed their attackers were agents of Cipher Pol 9 (CP9), a covert government agency intent on finding Pluton's blueprints—an ancient weapon of immense power.
Raja, Zoro, Nami, and Chopper pushed through the halls, expecting to find Luffy causing havoc, only to be surrounded by Galley-La guards themselves. Just as they needed him most, Luffy was still stuck, wedged tightly between two buildings. Frustration mounted, but their mission was clear.
Inside the safe room, Paulie discovered the blueprints—only to realize they were decoys. Two CP9 agents, one wearing a bull mask and the other a skull mask, revealed themselves and attacked. Paulie fought back but was swiftly overpowered, despite his desperation to protect Iceburg's legacy. CP9, including the powerful agents Lucci, Kaku, Kalifa, and Blueno, were now converging toward Iceburg's room, using their Den Den Mushi to coordinate.
When Luffy finally broke free, he burst into Iceburg's room only to be met with CP9's fearsome abilities. Each member wielded techniques beyond his understanding, moves they called Rokushiki, which allowed them to harden their bodies, slice through air, and move with superhuman speed. Paulie joined Luffy in the fight, but both were quickly overwhelmed. Though Luffy narrowly escaped, the threat was clearer than ever.
The full extent of the CP9 threat was revealed when Lucci confronted Iceburg, theorizing about Pluton's blueprints and Iceburg's connection to the legendary shipwright Tom. Lucci further pressed that the blueprints were passed from Tom to his apprentices, one of whom was Cutty Flam—a man now known as Franky. Iceburg's reaction confirmed Lucci's theory, setting CP9's plans into motion.
Paulie, in a final desperate act, attacked Lucci head-on but was quickly defeated, stunned by the abilities granted by Rokushiki. As the battle raged, Robin, standing with CP9, bid her farewell to the Straw Hats. "There's a wish I need to fulfill, and I cannot do it with you," she said solemnly.
With Iceburg and Paulie restrained, CP9 planted a firebomb, setting the building ablaze. Lucci revealed his true power, transforming into a menacing leopard using his Neko Neko no Mi powers. Luffy and Zoro tried to take him down, but Lucci's strength and speed proved too much. The building burned, with Iceburg and Paulie left tied up inside. Outside, Nami had been thrown from the building, and Chopper barely escaped the flames, thanks to Raja's quick reflexes.
Meanwhile, in a hidden hideout, Usopp was hard at work repairing the Going Merry. Franky, observing Usopp's dedication, couldn't help but ask, "How is this ship still holding together after everything it's been through?"
Usopp remembered an incident in Skypiea when the ship had seemingly repaired itself. "It's because Merry has a soul. It's protected us," he said, reflecting on Raja's uncanny ability to maintain the ship. Franky then introduced him to the concept of a Klabautermann—a ship spirit that appears when a vessel is loved by its crew. Usopp's eyes sparkled, realizing that Going Merry's soul was indeed real.
CP9, still searching for Pluton's blueprints, stormed Franky's hideout, dispatching the Square Sisters with ease. Franky fought back but was hurled through a wall, crashing into Tom's dusty old workshop. As CP9 began tearing the room apart, Franky stood his ground, protecting the secrets of Tom's Workers.
Ultimately, CP9 managed to capture both Franky and Usopp, handing them over to their leader, Spandam, who relished the chance to settle an old score with Franky. To make matters worse, the Going Merry was released into Aqua Laguna's deadly current, as the massive tidal wave loomed closer to Water 7.
Elsewhere, Iceburg, rescued by Chopper, revealed to Nami why Robin had joined CP9: she hoped to protect the Straw Hats from a government-sanctioned Buster Call, an all-destructive military assault. Nami's heart ached, realizing that Robin had sacrificed herself to save them.
Meanwhile, Sanji, ever resourceful, had snuck aboard the Sea Train that CP9 would use to transport Robin. Before it departed, he left a note with a Baby Den Den Mushi, allowing the crew to keep track of his whereabouts.
As the Aqua Laguna approached, Nami and Chopper scoured Water 7, eventually finding Luffy and Zoro wedged in awkward positions within the city's narrow alleys. Raja freed them both just before the monstrous tidal wave struck, helping them reach higher ground with Paulie's assistance.

In the dim light of a hidden cellar, Kokoro revealed her daring plan: she would take the Straw Hats to Enies Lobby using an old, unused Sea Train prototype known as Rocketman. The train gleamed, a steel beast ready to race across the ocean, its powerful engine waiting to roar to life.
Luffy and Zoro, having regained their strength from Kokoro's offerings of meat and sake, could hardly contain their excitement. They were soon joined by the Franky Family, whose leader pleaded to join the mission to save their "brother" Franky from the clutches of the government. Luffy gave an enthusiastic nod, sealing an alliance that would carry them through the battle to come.
As Rocketman prepared to launch, Iceburg appeared, his expression one of grim determination. "This train isn't easy to control," he warned, "but it's our best shot to get there in time."
Without a moment's hesitation, the Franky Family lashed their carts, complete with their enormous bulls, Sodom and Gomorrah, to the back of the train. In a roar of steam and a powerful lurch, Rocketman tore out of Water 7, its wheels biting into the tracks with ferocious speed. Paulie, Tilestone, Lulu, Chimney, and Gonbe clung tightly as Rocketman surged ahead, the sound of wheels on steel echoing through the air.
The newly formed alliance of Straw Hats, Galley-La shipwrights, and the Franky Family felt an energy building between them, fueled by their shared mission: to rescue Nico Robin and put an end to CP9's schemes. Paulie took the opportunity to reveal the identities of the government agents who had betrayed them, solidifying the unity of the crew and allies as they sped toward Enies Lobby.
Meanwhile, on the Puffing Tom, Sanji was hard at work on his own mission. He freed Usopp and Franky, explaining the alliance and reassuring them of their allies' commitment. Though hesitant at first, Usopp donned a mask and introduced himself as "Sogeking," claiming he would help save Robin with a new identity. Sanji and Franky grinned, seeing through the disguise, but let him join all the same.
Back on Rocketman, a massive wave rose ahead, threatening to overturn the speeding train. Luffy and Zoro wasted no time, combining their attacks to smash through the wave with a "Gomu Gomu no Sanbyaku Pound Cannon," their united strength clearing the way as Rocketman barreled forward.
Raja formed a barrier around the train and brace for that impact and saved everyone.
Inside the Sea Train, Sanji faced off with Wanze, a chef from CP7 who fought using ramen. Sanji, appalled at the misuse of food, quickly ended the battle by skillfully wielding knives, abandoning his usual "no-hands" rule. With Wanze defeated, the team moved on.
Finally, "Sogeking" reached Robin, assuring her that the Straw Hats were coming to rescue her. Robin, torn by doubt, initially resisted but found herself forced to flee when Blueno attacked. Franky heroically stepped forward, sacrificing himself to slow Blueno and allow Robin to escape.
Rocketman neared Enies Lobby, breaking through the mist. A familiar figure, Yokozuna the frog, leaped alongside them, ready to join the battle. With the sunlight breaking through as they approached, the alliance braced for their most dangerous confrontation yet. The gates of Enies Lobby awaited.

They had one mission: to rescue Nico Robin and Franky from the clutches of the World Government. From atop the train, Luffy leapt forward, charging headfirst into the fray with a primal scream that sent shockwaves across the island. Marines and Cipher Pol agents swarmed the gates, but they could not stand against the Straw Hats' relentless onslaught.
As Luffy plowed through the Marines, his punches landed like cannon blasts, each one toppling soldiers with an unstoppable fury. He moved like a hurricane, fists and feet a blur as he cleared a path straight to the courthouse. With each blow, bodies piled up, sending ripples of panic through the ranks. Aiming for the top, he scrambled through the maze of corridors, eventually finding himself on the roof, where a familiar figure awaited him.
Blueno stood with an air of confidence, blocking Luffy's path. But Luffy had come prepared, activating his newly refined Sun Gear 2 with a burst of energy. His skin glowed with a faint red hue as he used Sun Breathing to elevate his speed and power to unprecedented levels. Blueno's Tekkai technique, usually impenetrable, failed to stop Luffy's relentless attacks. With each Sun Gear-enhanced punch, Blueno's defense began to crack, and with one final, searing blow, Luffy broke through, sending Blueno crashing to the ground, defeated.
Below, the battlefield swarmed with chaos. Usopp, disguised as Sogeking, convinced the giant guardians Oimo and Kashii to defect to their side, weakening the World Government's defenses even further. Hearing the news of Luffy's progress and the unexpected betrayal of the giants, Spandam, who had been observing with a smug confidence, began to panic as the casualty count rose.
Meanwhile, Franky, managing to free himself from his restraints, found Robin and tried to lead her to safety. But Robin, consumed by fear of betrayal, hesitated. "I don't want to be saved," she insisted, her voice shaking with years of distrust. Her past had left scars, and the fear that the Straw Hats would one day abandon her as well left her feeling hopeless. In a moment of revelation, Robin shared her story with the Straw Hats, unveiling her tragic past and the pain of living as a fugitive who had been betrayed at every turn.
Spandam sneered as he watched the Straw Hats rally for Robin, mocking her, "No one wants you, Robin. There are 170 nations who want you erased." But Luffy's voice cut through the noise, filled with unwavering determination. He turned to Sogeking and shouted, "Shoot down that flag!" Usopp, as Sogeking, raised his new weapon, Kabuto, and launched a fireball straight at the World Government's flag atop the Tower of Justice, igniting it in flames. The declaration was clear: the Straw Hats were now at war with the entire World Government.
Luffy's voice thundered across the courtyard. "Robin, say you want to live!" The intensity in his voice pierced through Robin's defenses. Her heart wavered as she looked at her crewmates, each ready to risk everything for her sake. Tears streaming down her face, she finally found the courage to answer, "I want to live!"
At that moment, Luffy's Haki exploded outward in a wave of raw power. His King's Haki flooded Enies Lobby, sending shockwaves that made the enemy forces tremble. The weaker Marines and CP agents staggered under the weight of his aura, their resolve shattering in the face of his will.
As the Straw Hats waited for the drawbridge to lower, Spandam ordered a mortar cannon to fire on them, blocking their path. Paulie and Zambai leapt forward, trying to cut down the cannon operator, but the three-headed weapon proved difficult to overcome. Meanwhile, Spandam dragged Robin further toward the Gates of Justice, but Franky, fueled by rage, intercepted him. He grabbed Spandam and delivered a devastating punch, knocking him backward and allowing Robin to escape momentarily.
Determined to end the confrontation with CP9, Franky held up a set of blueprints – the Pluton blueprints he had been protecting. "This is what you want, right?" he taunted, then set them aflame. The burning of the blueprints was a bold statement of defiance, a bet on the Straw Hats' strength to defeat CP9. Enraged, Spandam tried to shove Franky off the balcony, but Raja intervened, using his powers to catch Franky mid-air and safely bring him back to solid ground.
As Kokoro's voice crackled over a Den Den Mushi, she urged the Straw Hats to leap into the waterfall. Rocketman then smashed into the Tower of Justice with a deafening crash, scattering CP9 agents who were waiting to ambush. Spandam, cornered and terrified, frantically ordered CP9 to slaughter the intruders. He dragged Robin closer to the Gates of Justice, summoning Rob Lucci to his side for protection.
Fukurou, one of the CP9 members, revealed that each of the CP9 members had keys to Robin's handcuffs, but only one key would unlock them. He taunted the Straw Hats, threatening to throw the key into the ocean if they dared try to retrieve Robin. Luffy clenched his fists, ready to chase Fukurou, but Raja stopped him, asserting that Luffy should go after Lucci instead.
"Leave CP9 to us," Raja declared, his eyes gleaming with determination.
As the Straw Hats prepared to engage CP9, Chimney and Gonbe stumbled upon Spandam, Robin, and Lucci heading through a steel door. They discreetly followed, their small footsteps going unnoticed as they tailed the enemy.
Chimney and Gonbe fall through a trapdoor and overhear Spandam taunting Robin. They follow Spandam, Lucci, and Robin to a steel door in the tower, which Spandam opens.
Zoro confronts Kaku, CP9's swordsman. After a duel, Kaku transforms using his Devil Fruit (the Ushi Ushi no Mi, Model: Giraffe), but loses focus, distracting himself with laughter. Zoro and Kaku's fight escalates.
Sogeking tries to steal the key from a sleeping Jabra, but the sound of a rooster startles him. Jabra wakes up and attacks with his Inu Inu no Mi, Model: Wolf abilities. Powerfull attack caused a hole on the floor and this caused Sogeking to reach same floor as the Zoro fighting.
Zoro and Sogeking find themselves handcuffed together with Seastone cuffs after a Rankyaku attack by Kaku. The two CP9 agents, Kaku and Jabra, argue about who should kill them, but neither has the correct key to unlock the cuffs.
Chopper is sent to find another CP9 member to retrieve the key. Meanwhile, Nami is trapped by Kumadori in the dungeon, who uses his hair to restrain her. Franky, low on cola, faces Fukurou in a battle of punches. They are evenly matched, but Franky is forced to fight without using his special attacks.
Sanji, seduced by Kalifa's charm, struggles to hurt her and is defeated. Kalifa kicks him across the room but holds onto her key.
Luffy reaches the bottom of the tower, but a giant whirlpool blocks his path to the Gates of Justice. He nearly drowns but is rescued by Chimney and Gonbe, who lead him to a secret passage. Luffy uses his Gear 3 power to break through a steel door, He pursues Lucci and Spandam, determined to rescue Robin.
Lucci realizes they are being followed, and Spandam orders him to stay behind and hold off Luffy while he continues to take Robin to the Gates of Justice.
Franky and Fukurou battle in the kitchen, with Franky struggling due to a lack of cola. Chopper joins the fight after trapping Kumadori in a fridge and refills Franky's cola supply. Energized, Franky defeats Fukurou, launching him out of the building and finishing him with his Coup de Vent. Franky grabs Fukurou's key (Number 4) after the fight.
Zoro and Usopp are still handcuffed together, running from Kaku and Jabra. The two CP9 agents argue, giving Zoro and Usopp a chance to form a plan: Usopp becomes a "sword" for Zoro to use.
Kumadori escapes the fridge and confronts Chopper, who eats another Rumble Ball 2.0 to fight back. Chopper remembers his mentor's warning about taking multiple Rumble Balls, But raja and him created New version of the Rumble Ball didn't tested it till Now. Chopper crushes Kumadori and throws him from the Tower of Justice.
Sanji who is struggling against Kalifa was saved by Nami and Order him to Help others and decided to Fight Kalifa. Nami struggles against Kalifa, who uses her Devil Fruit power (Awa Awa no Mi) to create bubbles that weaken and transmute enemies. Chopper, in his monster form, disrupts Kalifa's bath, drenching Nami and restoring her strength.Nami uses Thunder Lance Tempo to defeat Kalifa and take her key.
Luffy catches up to Lucci, who holds him off while Spandam drags Robin toward the Gates of Justice. Spandam mistakenly contacts the Buster Call, summoning a Marine fleet to destroy Enies Lobby, which causes panic among the Marines. Luffy fights Lucci to reach Robin, while Jabra and Kaku plan to wrap up their battles quickly to escape the impending Buster Call bombardment.
Zoro and Sogeking got there Freedom from unknown force And Zoro take over the fight. Kaku uses his Devil Fruit power (Ushi Ushi no Mi, Model: Giraffe) to gain an advantage over Zoro. Zoro mocks Kaku, and Kaku grows more aggressive, ultimately transforming into a more powerful form. Zoro unleashes a new technique, Asura Breathing Nine Sword Style (Asura), defeating Kaku with a powerful attack called Asura: Ichibugin, which negates Kaku's Rankyaku.
Sanji after escaping from Kalifa Saw Jabara chasing Sogeking Decided to intervene. Jabra uses his Tekkai Kenpo to fight Sanji, making him almost invulnerable to Sanji's kicks. Jabra offers Sanji the key, pretending Robin is his sister, but Sanji ignores the deception and continues the fight. Sanji creates Inferno-Gale Breathing Diable Jambe (flame-infused kicks) and defeats Jabra with a powerful and Swift kick that sends him to the ground floor.
Spandam continues dragging Robin toward the Gates of Justice. Franky catches up with Luffy and Lucci, offering help, but Luffy tells him to take the keys to Robin's handcuffs. Luffy and Lucci resume their fight.
Robin tries to escape from Spandam, but he stops her by attacking with Funkfreed. Robin struggles emotionally, fearing death, but believes her friends are coming to save her. Raja Voice " Need help" and made Spandam kneel with his Magic and freed Robin from the Shackles and gave Robin a Baseball Bat. Raja sat and watch robin beat the shit out the Spandam and observe how all the crew doing with his Observation Haki and waiting for the Crew to reach Robin.
Zoro and Sanji now have all the keys and prepare to free Robin. Franky, with Chopper and the others, heads toward the Gates of Justice to stop Spandam and help Robin escape. When they saw Raja Drinking tea with Robin and Spandam Twitching on the corner Bloodied and Bruised, and they looked at the Keys they Got by Defeating the CP9.
They throw the keys at Raja and started cursing at him for wasting their Blood and Sweat "We nearly killed ourselves for these keys!"
Raja chuckled, tossing them a carefree smile. "I thought I'd let you have some fun," he replied with a wink.
With Robin free and CP9 defeated, the Straw Hats regrouped, sharing a collective sense of triumph. They were ready for whatever lay ahead, knowing they'd overcome Enies Lobby's fiercest defenders together.
