Chiba, ever perceptive, quickly understood the meaning behind Sengoku's words. However, he felt it was unnecessary to exaggerate the facts. Overstating his achievements could easily become ammunition for his opponents.
He calmly explained the effects of the body-building energy liquid in detail. "Reporting to the Marshal, after two months, I have successfully completed my mission and developed the primary energy training liquid."
"The elementary body-training energy liquid can reduce the difficulty Marines face while practicing qi and body exercises by 50%. It also repairs the damage sustained during training, increases cell energy, and enhances training efficiency by three to four times..."
"Excellent." Before Chiba could finish, Sengoku slammed the table, applauding loudly. "Rear Admiral Chiba, the commander-in-chief's faith in you was not misplaced. In just two months, you've achieved such significant results."
Vice Admiral Tsuru, with a serious expression, turned to Chiba. "Rear Admiral Chiba, does your medicine truly repair damage, enhance cell energy, and increase training efficiency by three to four times? Are you not exaggerating?"
Chiba saluted respectfully. "Vice Admiral Tsuru, I assure you there is no exaggeration."
"If your liquid truly has such effects, I, this old woman, will fully support your promotion to Vice Admiral."
Akainu snorted. "Vice Admiral Tsuru, don't be so easily convinced. The Marines have the world's most advanced medical experts, and even they have not developed such a medicine. Do you think this kid could do it?"
Chiba shot a cold glare at Akainu. I may not be able to take this dog down now, but I'm in no rush. My strength grows daily. It won't be long before I can grind him into the ground.
Chiba then pulled out a bottle of green liquid from his coat and handed it to Vice Admiral Tsuru. "Senior Tsuru, this is the body-building foundation liquid. You may test its effects."
"Alright, let me try it," Tsuru said as she prepared to drink it. But Sengoku quickly intervened. "Wait, Vice Admiral Tsuru, since we're all here, why not share it among us so everyone can experience its effects?"
Tsuru smiled lightly and agreed. She divided the 500ml potion into 20 parts, giving each person 25ml.
Chiba warned, "Seniors, the dosage you've taken is quite small, so the effect will be significantly reduced."
"Hehe, that's alright. Even with a small amount, I can still deduce the potion's specific effects," Tsuru reassured him with a smile. Sengoku added, "Rear Admiral Chiba, you might not know, but Vice Admiral Tsuru is also quite skilled in medicine. Rest assured."
"It's all smoke and mirrors, an excuse for the potion's poor efficacy," one of Sakazuki's subordinates whispered to him.
Sakazuki responded telepathically, "No matter the outcome, we'll claim the potion isn't effective. The Garp family will not gain another Vice Admiral."
As the group drank the potion, they felt a warm sensation spreading through their bodies. The heat dissipated, flowing into their limbs. Each person assumed a stance from their Qi and Physical Exercises, allowing the energy to circulate through their organs, healing old injuries and revitalizing them.
Expressions of comfort and amazement spread across their faces. When the potion's effect faded, they opened their eyes, faces filled with shock and delight.
"Excellent potion, truly remarkable. I, Vice Admiral Flying Squirrel, fully support Rear Admiral Chiba's promotion to Vice Admiral."
Vice Admiral Flying Squirrel smiled at Chiba. "Vice Admiral Chiba, would you be willing to sell me a bottle? I'll pay 10 million Berries for one."
The ghost spider, another Vice Admiral, quickly interjected. "Flying Squirrel, you're too stingy. You expect to buy such a potion for just 10 million Berries? That's robbery."
"Rear Admiral Chiba, I'm willing to offer 20 million Berries per bottle. If you make more, can you sell it to me first?"
"Ghost Spider, why should you get it first? I can also pay 20 million Berries," Vice Admiral Volcano challenged, standing up.
The ghost spider scowled. "Volcano, are you looking for a fight?"
"Heh, you think I'm afraid of you?" Volcano shot back, his aura flaring up.
Just then, a strange energy rippled through the room, immobilizing the two Vice Admirals. They were suspended in the air like limp clothing, held in place.
"Quiet down, all of you. Show some decorum," Vice Admiral Tsuru said, having activated her Wash-Wash Fruit ability.
Hanging helplessly, the two Vice Admirals pleaded, "Senior Tsuru, we were wrong."
Only then did Tsuru deactivate her power, and the two Vice Admirals returned to their normal forms, standing aside quietly.
Chiba's heart skipped a beat. Vice Admiral Tsuru easily subdued two Vice Admirals. Her strength is far beyond what I imagined.
Tsuru's face softened with a gentle smile. "Little Chiba, your grandfather, Garp, and I fought side by side in many battles. I treated him many times when he was injured."
Garp, picking his nose, grumbled. These old comrades were once again playing the sentimental card, but since he had a good relationship with Sengoku and Tsuru, he chose to remain silent.
Chiba bowed respectfully. "I thank Vice Admiral Tsuru on behalf of my grandfather for all your care."
"Hehe, from now on, don't call me Vice Admiral Tsuru. Your grandfather and I are old friends. If you don't mind, just call me Grandma Tsuru."
Her eyes shone with warmth. Chiba knew she saw potential in him and wanted to build a connection. He was more than willing to foster good relations with such a powerful ally. In the complex and vast system of the Marines, it was better to have more friends than enemies.
Chiba immediately seized the opportunity, smiling warmly. "Grandma Tsuru."
"Hehe, good boy." Tsuru's smile grew even brighter.
Chiba continued, "Grandma Tsuru, I've noticed that your complexion could use some care. How about this—I'll personally prepare the finest energy liquid for you, using the best ingredients, to nourish and strengthen your body. You can't refuse this gesture of respect from the younger generation."
"Hehehe, such a thoughtful boy. I won't say no, then," Tsuru replied, her smile widening. She then turned to Garp. "Garp, you've truly raised a fine grandson."
"My stance is clear—anyone who tries to prevent my Chiba from becoming Vice Admiral is opposing me."
Hearing this, Akainu's face turned an angry shade of red, as if he had swallowed a bitter pill.

Creation is hard, cheer me up! VOTE for me!
Vice Admiral Tsuru may not have the same level of fame as Garp, but as the Marine's chief strategist, her influence far surpasses his when it comes to rallying support within the organization. Her status within the Marines is almost untouchable.
Moreover, Tsuru's strength is formidable, though her exact capabilities remain a mystery. However, it's widely believed she possesses at least quasi-Admiral-level power. Now, with access to Chiba's Qi training exercises and the body-building liquid he promised to prepare personally for her, her strength is sure to grow even further. Underestimating her would be a mistake.
Despite her power, Tsuru is not primarily known for her combat abilities. She embodies the classic strategic genius, always cool and composed. Even someone as cunning as Doflamingo has been outmaneuvered by her multiple times. In fact, Doflamingo has taken to fleeing whenever he sees Tsuru approaching.
She also holds great sway among the female Marines, many of whom see her as a role model.
Furthermore, Tsuru's influence is bolstered by her younger sister, a Marine with Admiral-level combat abilities. This only increases her status and authority within the organization.
Thus, when Tsuru speaks, her words carry immense weight.
"That old woman must be conspiring with Garp," Sakazuki muttered inwardly. The more support Chiba received, the more determined he became to stand his ground.
"Akainu," Tsuru said calmly, addressing him directly, "I'm offering to support Chiba's promotion to Vice Admiral as a gesture of goodwill. This won't harm your interests."
Sakazuki sneered. "The Marines have rules, and they cannot be broken for anyone."
"The word justice behind us must never be compromised by anyone or anything."
"I stand by my statement: as long as Chiba Rear Admiral can withstand ten of my attacks and prove his strength, I will agree to his promotion."
"Hehe, alright. It seems I truly am an old woman," Tsuru remarked, her eyes narrowing. "Sakazuki, you are indeed firm in your adherence to Marine regulations. Not bad—very admirable."
Tsuru's eyes flashed with a sharp glint, and the five Vice Admirals standing with her fixed Sakazuki with cold stares. It was clear they would no longer support him in the future.
Sakazuki's mouth twitched as he cursed Tsuru and her ancestors silently.
Sengoku sighed. "Chiba, it seems I cannot fulfill our agreement. However, out of respect for your grandfather, Garp, a Marine hero, would you be willing to sell some of your body-building potion to the Marines?"
Chiba caught on immediately. Sengoku was urging him to use the energy training liquid as leverage against Sakazuki.
Though Chiba didn't care much about the Vice Admiral position, he couldn't resist the opportunity to irritate Sakazuki.
Chiba sighed. "My grandfather always told me that the Marines were the most just and honorable organization in the world, where merits are rewarded, and faults are punished fairly."
"But now, it seems that is truly disappointing."
"Marshal Sengoku, Grandpa Garp, Grandma Tsuru, I'm sorry, but I can't provide this body-training energy medicine to the Marines."
"Furthermore, Marshal Sengoku, I request to resign from my position as Rear Admiral."
Hearing this, Sengoku, though aware that Chiba was putting on an act, felt a wave of anxiety. Worried that Chiba might actually be serious, he quickly intervened. "Rear Admiral Chiba, this matter is still open for discussion. Please do not rush to resign."
Sengoku then shot a sharp look at Sakazuki. "Akainu, Rear Admiral Chiba is an invaluable asset to the Marines. I have already reported his contributions to the World Government."
"The World Government has expressed high regard for Rear Admiral Chiba. His value far surpasses yours."
"If you refuse to support Chiba's promotion, then I propose, as commander-in-chief, that we remove you from your position as Admiral. All those in favor, please raise your hands."
Vice Admiral Tsuru was the first to raise her hand, followed by the five Vice Admirals by her side. Sengoku, Garp, and Aokiji also raised their hands.
The Vice Admirals who had been wavering earlier, now enticed by the benefits of the body-training liquid, raised their hands as well.
"You… you…!" Sakazuki's face contorted, and his confidence wavered. This fool on the verge of retirement is willing to go this far for that kid, even threatening to remove me, an Admiral?
Sakazuki glanced at Kizaru, hoping for some support.
Kizaru yawned, resting his head on his hand, appearing indifferent. But in reality, he was closely observing the situation. He thought to himself, This Akainu is being foolish—why take this so seriously? He's only embarrassing himself.
Sakazuki's expression grew darker. At such a critical moment, his allies were failing him.
One of Sakazuki's subordinates sent a telepathic message, "Admiral, we should agree."
"If we escalate things with Garp's faction, it'll be tough for us moving forward. Plus, that Chiba kid still has the body-building potion. If we drive him away, we'll lose access to the liquid entirely."
Sakazuki shot his subordinate a withering glare. These fools—getting swayed by a mere potion!
The two Vice Admirals averted their gazes, unable to meet Sakazuki's eyes.
Taking a deep breath, Sakazuki realized he had no choice. Kizaru was unreliable, his subordinates were wavering, and he was up against Sengoku, Garp, Tsuru, Aokiji, and Chiba alone. He couldn't win.
"I… agree." Sakazuki forced the words out through gritted teeth.
