Meanwhile, King Riku listened to Raijin's plan, occasionally frowning slightly.

With Vice Admiral Tsuru coming, it basically meant they had the Navy on Dressrosa's side.

Once she arrived, Doflamingo probably wouldn't be able to stir up any trouble.

"Tsuru! Vice Admiral Tsuru, the Navy strategist?" King Riku swallowed hard, his eyes lighting up.

If it was someone who had once fought alongside the Navy hero, then he could rest easy.

He trusted that the people from Garp's generation wouldn't collude with pirates.

If they ever did, then there would be no hope left for the Navy.

"Even without the Navy, Doflamingo isn't much in our eyes."

"So you don't need to worry too much about him. He's just a pirate, nothing more than a paper tiger."

Raijin said calmly, as if Doflamingo was nothing worth mentioning.

If he praised Doflamingo any more, it would be an insult to others.

King Riku forced a laugh, unsure where these people got their confidence from.

The Warlords of the Sea were recognized by the World Government, each one a top-tier power on the seas.

But to this man, they seemed like mere toys.

He just hoped Raijin wasn't bluffing.

"So, what can I do?" King Riku asked Raijin, realizing that Raijin seemed to have everything covered.

There was nothing left for him to do.

"What you can do is reveal Doflamingo's actions to Vice Admiral Tsuru. That's enough."

"As for defeating Doflamingo and capturing him, leave that to us."

Raijin's only request of King Riku was this.

Once King Riku restored his honor and reclaimed the throne, it would be time for him to take control of the country again.

"Alright!"

King Riku nodded in agreement without hesitation. There was no risk for him, and Rebecca wouldn't even need to show up. It was almost too good to be true.

Raijin nodded back and arranged a room for King Riku in the villa, with a member of the Uchiha clan staying nearby to ensure his safety.

The next day, a Navy warship slowly docked at Dressrosa's harbor.

Doflamingo and his entourage were already standing at the harbor, neatly lined up and ready to welcome the Navy strategist.

"Heh, heh, heh... I never expected Vice Admiral Tsuru to be willing to come to such a filthy place inhabited by pirates," Doflamingo said, standing at the harbor and watching the white-haired woman disembark from the warship. Two female marines followed behind her, both of whom had been by Tsuru's side for years and were not to be underestimated.

"Just because you became a Warlord of the Sea, does that mean the Navy can't dock at Dressrosa for resupply?" Tsuru replied calmly. "I must say, Doflamingo, it's surprising that a pirate like you could become a respected king. Quite unexpected."

Tsuru glanced at Doflamingo. He hadn't changed much from before, but ever since becoming a Warlord of the Sea, he seemed even more arrogant.

Could a pirate really govern a country properly? Tsuru couldn't believe it, but so far, Doflamingo had managed to keep his misdeeds hidden from her grasp. Until now, she hadn't received any solid information about his activities.

"Heh, heh, heh... After all, I am the descendant of kings," Doflamingo replied with a smile, spreading his arms wide. "Eight hundred years ago, the Donquixote family ruled this country. Even after all this time, I still consider these people to be my subjects."

Tsuru said nothing more about the kings from eight hundred years ago. Discussing such topics was taboo in the world; bringing them up could draw unwanted attention from the World Government. Although someone of Tsuru's rank had little to fear, she didn't want to invite unnecessary trouble. After all, she wasn't like Garp, who could sit around with his legs propped up and do nothing in the Navy!

Tsuru was a strategist in the Navy, wielding significant influence. It wasn't appropriate for her to discuss sensitive topics, so she walked straight into the town, observing the peaceful and happy atmosphere. Every face she saw was smiling. Couples in love strolled by, and the entire place seemed filled with the essence of romance.

This scene surprised Tsuru. She had originally thought the stories about Doflamingo's peaceful rule were exaggerated, but to her surprise, they were true. Not a single face showed any sign of suffering. Their happiness was genuine, not something that could be faked.

Tsuru even used her Observation Haki and found no trace of pain in these people. Moreover, the country was full of blooming flowers, making it a unique sight in the New World. No one in this country seemed to be oppressed, even the few homeless people she saw. In a world as harsh as the seas, they were among the better-off.

What caught her eye, though, were the toys. She glanced at the innocent-looking little girl at the back of Doflamingo's group. If she guessed correctly, the girl's ability was likely behind it all. The filth of this city was hidden deep beneath the surface, never shown openly.

However, after spending half a day touring Dressrosa, Tsuru hadn't found anything unusual. Before her arrival, the city had undergone a thorough purge. Sugar, using her Devil Fruit ability, had eliminated most of the hidden threats in Dressrosa. The agents planted here by the World Government and the Revolutionary Army had been completely removed, becoming part of the country's fabric.

To prevent any accidents, Sugar remained close to Doflamingo. If anything went wrong, she could use her Hobby-Hobby Fruit's powers against the Navy in an instant. If their secrets were at risk of exposure, she might even attempt to turn Vice Admiral Tsuru into a toy.

"What a surprise, Dressrosa is truly a beautiful place," Tsuru remarked as she finished her tour. "I'm impressed. When I return to the Navy, I'll make sure to promote your methods of governance."

Tsuru had toured all of Dressrosa, but the informant she was waiting for had yet to appear. Perhaps they were afraid of Doflamingo, who was right by her side.

Chapitre 78: **Chapter 78: Finally, They Show Themselves**

The unique creativity of this country impressed Tsuru. There were few places on the seas as peaceful as Dressrosa. Despite being situated in the New World, Doflamingo had protected it well.

At the very least, Tsuru had to admit that Doflamingo was effective in his governance. After all, there hadn't been any visible signs of unrest so far.

Just then, shouts erupted from a nearby street corner.

Chaos broke out on the other side of the street. A group of people, covered in welts, ran out, chased by a massive swarm of wasps. The swarm was so large that it resembled a huge, ominous cloud.

Anyone caught within it risked being devoured instantly. The largest of these wasps were bigger than a human hand, while the smallest were just tiny black specks, almost impossible to see. But together, they formed a terrifying force.

As billions of wasps swept through the crowd, they left behind a trail of bodies lying on the streets. The scent of blood made the wasps even more aggressive. Upon spotting Doflamingo and his group, the swarm rushed toward them like a tornado, aiming directly at the Navy and the Donquixote family.

"Let me handle this!" Pica, a towering figure, stepped forward. Each step sank his massive form into the ground slightly. Then, he suddenly merged with the ground.

"Boom!"

A gigantic earth wall sprang up from the ground, blocking the wasps from reaching the group. The wall continued to rise, and countless wasps crashed into it. However, the swarm wasn't deterred. Like a well-organized unit, they broke off into smaller groups, flanking the wall and heading straight for Doflamingo.

"Heh, heh, heh… So, they've finally decided to show themselves?" Doflamingo chuckled. Whoever was targeting him was finally ready to make their move. Sending wasps to pester him was a pointless tactic.

"Young Master!"

"Young Master!"

Several members of the Donquixote family looked to Doflamingo for guidance.

"Hmph! Protect Sugar!" Doflamingo ordered, uninterested in involving his other officers. Compared to him, Sugar, with her fragile nerves, needed the most protection. If they weren't careful, she could easily be targeted by the enemy.

"This is becoming a real nuisance. Vice Admiral Tsuru, I hope the Navy won't interfere in our affairs," Doflamingo said coldly. "As a Warlord of the Sea, I have the authority to handle problems on this island without tarnishing the World Government's reputation. Since I haven't asked for your help, you have no right to intervene in Dressrosa's matters."

Doflamingo's face was clouded with suspicion as he cautiously eyed Tsuru.

At the end of the day, she was the one he feared the most. This old woman had been chasing him across the seas for a long time.

Before becoming a Warlord, he had to constantly run and hide to escape Tsuru's pursuit.

He was worried that the Navy might step in and pull the rug out from under him, teaming up with the hidden forces in Dressrosa to strip him of his Warlord status.

"I have no interest in meddling in your affairs," Tsuru said, stepping back a few paces to stand behind the Donquixote family.

They had no intention of getting involved in Dressrosa's matters. Even as innocent people died before her eyes, Tsuru made no move. After years of action on the seas, she rarely felt any pangs of compassion.

They planned to observe quietly from the sidelines.

Seeing Tsuru back off, Doflamingo felt a wave of relief. Without the Navy's help, what was the enemy relying on now?

"Spider Web!"

Doflamingo extended one hand, and in the next moment, a vast web of white threads shot through the air. The dense threads instantly sliced through the bodies of the wasps.

But the wasps seemed fearless, relentlessly charging forward, looking for gaps in the threads to slip through.

An endless wave of wasps attacked, a terrifying sight few had witnessed.

"The wasps seem to be getting through," a female soldier beside Tsuru said.

Seeing wasps break through Doflamingo's defenses and gather into a large swarm, they ignored him and charged toward the others.

"Protect Sugar!" Diamante shouted, wrapping his clothes around himself to shield her.

But the wasps were cunning; they ignored the attacks and headed straight for Sugar. The Donquixote family was thrown into chaos, struggling to deal with the situation.

The enemy hadn't even appeared yet, using these small tricks to catch them off guard.

"Ah!" Sugar screamed, running around frantically, her body covered in wasp stings, leaving swollen marks.

Thud! The girl collapsed to the ground.

The Donquixote family members looked on in horror. If Sugar passed out, all the toys in the city would return to their original forms, potentially causing an uncontrollable riot.

All the hidden secrets of this nation would be exposed to the world.

And with a Navy Vice Admiral present, could Doflamingo handle it?

"Fufufufu, I've never seen a tactic like this before," Doflamingo chuckled. "But I acknowledge you now. You'll be personally taken down by me."

Such a minor trick had managed to trip them up, something that hadn't happened since the Corazon incident.

He hadn't encountered a formidable opponent on the seas in years, which had made him complacent. Now reality had slapped him in the face.

This slap sent Doflamingo plummeting into an endless abyss.

"Buzz!"

The ground transformed into a wave of white. Anywhere Doflamingo had touched turned white, becoming part of his power.

"White Wave Spider Cage!"

The white threads on the ground suddenly flew up, forming a fine cage that shredded all the wasps inside. Countless wasp bodies fell from the sky as Doflamingo walked toward Sugar.

"Whew!" The street returned to calm as some people peeked out, relieved that Doflamingo had handled the situation.

But in the next moment, the toys that had been wandering the streets began to emit a bright, white light. The small knee-high toys started to transform, gradually turning back into human shapes, standing before everyone.

"Honey?"

"You cheating woman, bringing five men home in one week."

"Oh my God, I have a wife!"

"I'm already married too!"

"Doflamingo…"

As the effects of the Hobby-Hobby Fruit wore off, the erased memories returned. The entire city of Dressrosa descended into chaos. Those who had been cuckolded were too angry to speak. There was even a group organizing to take revenge on Doflamingo, including the Navy, the World Government, and various organizations worldwide.

Among them were people who had been turned into toys by Doflamingo.
