Rose wasn't taking responsibility since she hadn't run away from the brothel with Zayne for Graham to go to the camp. Many were too scared to steal from Graham so he must have thought it was one of the soldiers who took her.

Lucy was reminded of Catherine's presence in the carriage. "Forgive me, Lady Hamilton."

"You are excused. We may all speak freely here but you must remember that it is two Lady Hamiltons present in the carriage. You can not put what Zayne did onto Rose.
