"Victory!"

With the final shout, the assembled Ryunin army turned and charged out of the village.

In the sky, clouds churned as a dragon soared through, carrying Kyomu as he flew through the air. Below him was a group of about a thousand Ryunin.

Their target was the Land of Rain.

Another group of around two thousand Ryunin, led by Sakumo, was heading in the opposite direction.

Their target was the Land of Iron.

According to Kyomu's prior strategic orders, after he cleared the Lands of Rain, Birds, and Demons, he would turn east and invade the Land of Rivers along the border of the Land of Wind.

Sakumo's army, after conquering the Land of Iron, would split. Obito, Mei, Genma, Ebisu, and others would lead a five hundred ninja team eastward, crossing the sea to take over the Land of Hot Water.

Sakumo would lead the remaining fifteen hundred Ryunin south along the coastline, conquering the Lands of Whirlpools and Bears before crossing the sea to capture the Land of Craftsmen.

This deviated from the initial strategy.

The additional targets were because most of the Ryunin believed Kyomu was being too conservative.

Given the current strength of the Land of Dragons, they were fully capable of conducting maritime warfare and conquering more nations.

Kyomu had no choice but to comply. Compared to the conservative voices among the people, he, as a leader, seemed too cautious.

Since the Ryunin's martial spirit was so strong and there was no opposition from the public, he decided to go ahead with the plan.

They aimed to conquer nine small nations in a month, expanding their territory by more than half.

As for the subsequent management pressure, Kyomu didn't see it as a problem. He still had many loyal followers without administrative positions.

Expanding the cake meant more rewards for those who followed him in building the empire.

"Kyomu has started his actions," said Onoki, the Tsuchikage, as he accompanied the Daimyo of the Land of Earth, drinking tea together. "My people should have contacted the priestess of the Land of Demons by now."

"Onoki, you've worked hard."

"For the Land of Earth, it's worth it," Onoki replied, downing his tea. His eyes flickered with hatred. "The Land of Dragons is my enemy, and I won't rest until they are destroyed!"

"Onoki, I know how much you hate the Land of Dragons, but now is not the time. Please be patient."

The Daimyo of the Land of Earth spoke politely, knowing he needed Iwagakure's support to maintain his rule.

"I understand the stakes. I'll endure for now," Onoki replied, glancing at the Daimyo. "But Daimyo, you should also increase the budget for the ninja academy."

"Starting next quarter, I'll increase it," the Daimyo said, feeling a pang in his heart but understanding the urgency. "Forty percent of the national budget will go to Iwagakure, to be used as you see fit."

"Every year, it will remain so, with potential increases of ten to fifteen percent if needed."

"My only demand is that within five years, Iwagakure should be able to muster a ninja army of at least thirty thousand. Can you do it?"

"Yes!" Onoki's eyes flashed with determination. "If we tap into all our wartime potential, Iwagakure can field forty thousand ninjas."

"That's the best outcome," the Daimyo nodded, then asked Onoki, "How is the joint research project with Kumogakure progressing?"

"It's making steady progress. In less than five years, we'll have a weapon to use against Kyomu."

"Good..." The Daimyo of the Land of Earth sighed in relief. "If we can deal with Kyomu, our chances of destroying the Land of Dragons will increase significantly."

"Rest assured, Daimyo. Kyomu will die!" Onoki clenched his tea cup. "Even if it costs me my life, I'll kill him and Kakashi to avenge my son!"

The Daimyo nodded, smiling as he continued chatting with Onoki.

Meanwhile, the thousand-strong Ryunin army led by Kyomu had already crossed the western border of the Land of Dragons, advancing into the Land of Rain.

The leader of Amegakure, Hanzo the Salamander, had long been killed by Nagato. The current leader facing Kyomu was an unfamiliar face.

"Fight or surrender?"

Hovering in the sky atop the dragon, Kyomu's deep, cold voice echoed down.

Kyomu had no interest in knowing who the leader of Amegakure was, nor did he care to persuade them to surrender.

"Kyomu, we will fight to the death..."

"Kill!"

Before the leader could finish, Kyomu drew his sword, Yoei, and swung it forward.

There was no need for talk. If they chose to fight, then they would all die.

With Kyomu's command, the thousand Ryunin attacked the Amegakure forces without hesitation.

Shurikens flew as the two armies clashed, but the Ryunin's shurikens were no ordinary weapons. They used the pinnacle of ninja weaponry: Fuma Shurikens.

Shuriken Shadow Clone Technique!

A swarm of Fuma Shurikens filled the sky, blocking the falling rain and casting a dark shadow over the battlefield.

"What..."

The Amegakure ninjas were stunned, unable to comprehend the might of the army they faced.

Kyomu, however, remained unfazed.

Why be surprised? His thousand Ryunin were his elite troops.

From the beginning, their individual strength was no less than a Chunin's. After three years of training, learning advanced ninja knowledge and techniques, and the boosts from the 'Hero's Land' and 'Homeland Guardian' passive skills, their strength had reached the level of top Special Jonin.

An A-rank Shuriken Shadow Clone Technique was child's play for them.

"Defense!"

The leader of Amegakure shouted, snapping the stunned ninjas back to reality.

But the Ryunin were unfazed, preparing their next coordinated attack.

Everyone knew that the main defense in the ninja world was Earth Release. A combined Earth Release defense could amplify even a C-rank technique's power tenfold or more.

Kyomu's elite troops, experienced from countless battles, knew this well.

So, they knew how to counter it.

Without a commander, they moved in perfect sync, a testament to their training and unity.

Lightning Release: Lightning Chain!

They completed their hand signs and raised their hands to the sky, releasing blue lightning that charged the descending Fuma Shurikens.

The shurikens, now charged with lightning, became deadly weapons.

The Earth Release defense set up by Amegakure shattered under the onslaught of the electrified shurikens.

Blood flowed, and screams filled the air.

Kyomu waved his sword again.

"Kill!"

At his command, the Ryunin charged, breaking through the Amegakure lines in a brutal assault.

Lightning Release: Lightning Sword!

Kyomu targeted the leader of Amegakure, whose strength was slightly above an elite Jonin, posing a threat to some Ryunin.

Yoei pierced through the leader's chest, leaving a fist-sized hole emitting blue smoke.

Staggering back, the leader of Amegakure fell, defeated.

None of the Ryunin paid attention to him as they continued their relentless assault on the remaining Amegakure ninjas.

As the last of his life drained away, the leader of Amegakure fell to the ground, eyes fixated on the blood-soaked earth.

"Ryukage, I..."

A Ryunin blade cut through his throat, silencing him before he could speak.

Surrender? You had one chance. You missed it. No second chances.

"Ryukage-sama, please stop. We surrender!"

As the Amegakure forces were nearly wiped out, the Daimyo of the Land of Rain appeared, pleading for mercy.

"I told you, you had one choice," Kyomu said coldly, looking down at the kneeling Daimyo. "If you chose to fight, then fight to the last man. Only then might I respect you."

"Ryukage-sama, I was wrong. Please..."

"Do you really think you were wrong?" Kyomu sneered. "You just fear death."

The Daimyo froze, unsure how to respond.

In that moment of hesitation, Kyomu acted.

Lightning Release: Lightning Cutter Kunai!

A kunai shot down, piercing the Daimyo's head, ending his life without pain.

"Continue," Kyomu ordered coldly, and the Ryunin resumed their slaughter of the remaining Amegakure ninjas.

The battle lasted nearly three hours. As the rain fell harder, the last Amegakure ninja fell.

"Leave three hundred to clear out stragglers and bandits, and take control of the important towns. Ensure the people's safety," Kyomu commanded, patting the dragon's horn. "Ichikishimahime, can you dispel the perpetual rain clouds and restore normal weather?"

"It's difficult..."

"But there's a benefit," Kyomu added.

The dragon stopped complaining, diving and soaring through the sky, using its powers to improve the weather.

The heavy clouds parted, and the sun shone once again on the Land of Rain.

Doors creaked open as the people of the Land of Rain emerged, looking up at the sun and reaching out to touch its warmth.

It was real.

"The Daimyo of the Land of Rain has surrendered, Amegakure is destroyed. From today, the Land of Rain is part of the Land of Dragons."

Kyomu's voice echoed from the sky as the dragon flew throughthe white clouds.

"The years of constant rain will be a thing of the past. As long as you remain obedient, I, Aragami Kyomu, will ensure you have favorable weather, peace, and prosperity."

The emaciated citizens of the Land of Rain knelt down, murmuring words of gratitude. Though their expressions varied, they all conveyed thankfulness.

The people of the Land of Rain had not led happy lives. Apart from the chaos of war, the harsh environment was their biggest adversary.

With continuous rain throughout the year and seldom any sunshine, how could their productivity be good? How could they ensure a decent life? Although Kyomu was an invader, he had eliminated the ruling class of the Land of Rain and promised the common people security and hope for a better life. They had no reason to resist, only gratitude.

For the suffering masses, their desires were always simple: stability and a prosperous life. The harsh times had driven away any other thoughts.

Whoever could provide them with these would earn their support.

"The people's hearts in the Land of Rain are ours. Now we can move on to the Land of Birds."

Kyomu clenched his fist, feeling his strength surge by nearly ten percent. He glanced at the citizens of the Land of Rain below, welcoming the conquering army, and couldn't help but smile.

From the beginning of the battle with Amegakure to the conquest and occupation of the entire Land of Rain, and to winning the people's support, Kyomu had taken only half a day.

With a proud wave of his sword, Yoei, Kyomu pointed towards the west.

"Continue advancing!"
