Since Kyomu took control of the Dragon Nation, significant changes have occurred nationwide. The most notable transformations lie in the vast development of infrastructure and improvements in people's livelihoods.

These changes affect the happiness index of the citizens, their sense of belonging, and the potential of the Dragon Nation.

The passive skill "Homeland Guardian" has had far-reaching impacts, which is why Kyomu consistently spends gold to maintain it.

"Is this the Dragon Shadow Tower?" Sakumo looked up, eyes filled with awe. "It's taller than Konoha's Hokage Tower by two or three floors, isn't it?"

"Three floors," Kyomu replied proudly, leading Sakumo inside. "The Dragon Shadow Tower has nine floors. The first floor is the administrative hall."

Walking with Sakumo, Kyomu continued, "Here, we handle various issues concerning village residents and visiting caravans."

"And the ninja mission hall is on the second floor?" Sakumo guessed.

"No, it's been abolished. From now on, ninjas are fully supported by the village and receive a fixed stipend based on their positions," Kyomu explained. "Ninjas are the administrators of this nation, not mercenaries for hire."

"I understand," Sakumo quickly grasped the concept, saving Kyomu a lengthy explanation.

Kyomu continued to guide Sakumo through the various floors of the Dragon Shadow Tower, eventually reaching the top floor, where Kyomu's office was located.

"Master, this is my office."

"It's spacious," Sakumo remarked, surveying the office's layout. "But it's a bit sparse."

"We're just starting out. We'll fill it up gradually."

Sakumo nodded, then his gaze fell on Yugito. "And she is..."

"My secretary, Yugito."

"She looks about your age. Was she originally from Takigakure or...?"

"Yugito was the Two-Tails Jinchuriki of the Cloud Village but is now with me."

Sakumo cast a curious glance at Kyomu, then smiled. "You rascal."

They sat down, and Yugito diligently served them tea. As they chatted, Kakashi burst in, full of energy.

"Father!"

"Kakashi, long time no see."

Sakumo greeted Kakashi with a smile, and when their eyes met, both were teary-eyed. The father and son embraced, Sakumo patting Kakashi's back.

"You've grown taller and stronger."

Kakashi said nothing, just held Sakumo tightly, tears falling on his shoulder.

"Father, I missed you. So much."

"I missed you too."

The reunion between father and son was heartwarming, and Kyomu didn't want to intrude. Using teleportation, he took Yugito and left the office, giving the father and son some quiet time to catch up.

The next day, when Kyomu returned to his office, it was clear the father and son had talked for hours.

"Kyomu, thank you," Kakashi said.

"No need. We're brothers," Kyomu said, helping Kakashi up. "This is what I should do. After all, Sakumo-sensei is not just your father but also my teacher."

Kakashi nodded, no longer needing to say anything.

Sakumo simply smiled, having come to terms with many things since his resurrection. In the prime of his life again, he had new goals and a new stage to showcase his abilities.

Kyomu quickly assigned Sakumo tasks. "Master, do you need more time to acclimate?"

"No need. I managed the Anbu in Konoha; this is just returning to my roots. I just need Kakashi to familiarize me for a day; then I'll handle things myself."

"Thank you, Master."

Sakumo smiled, chatting with Kyomu a bit more before leaving with Kakashi to the Dragon Hidden Village's Anbu base to get acquainted.

The core of Dragon Hidden Village consisted of people Kyomu brought from Konoha, and many revered Sakumo, making his takeover of the Anbu smooth and obstacle-free.

Within days of Sakumo taking charge, the previously stagnant intelligence network began to expand rapidly. Indeed, experience counts; Kakashi, as a newcomer, didn't match his father's expertise.

Kyomu seized this opportunity, assigning Kakashi to shadow Sakumo and learn from him. Kakashi was more than happy to comply, cherishing the chance to stay close to his father.

Together, their efficiency soared, and Kakashi's strength visibly improved. Inspired by Kakashi, Sakumo also saw a slight uptick in his own abilities.

The passive skill "Homeland Guardian" significantly benefited both father and son and extended to all citizens and ninjas of the Dragon Nation.

Two months after Sakumo's resurrection, the entire ninja world knew and confirmed the news.

Kyomu didn't intend to hide it or keep Sakumo concealed. With muscle to show, he aimed to curb the Five Great Nations' covert actions.

The news of Sakumo's resurrection was a massive blow to the Five Great Nations, prompting them to slow their actions against the Dragon Nation.

With Sakumo's renown, Kyomu's demonstrated prowess in the Third Shinobi World War and against the Konoha F4, and Tsunade's notable but underappreciated combat abilities, the Dragon Nation now boasted three top-tier warriors.

Apart from territory, population, military, and resources, the Dragon Nation had achieved parity and even surpassed in terms of elite combat power.

Consequently, global hostility subsided. The Rock Ninjas' harassment ceased, and embargoes on the Dragon Nation were lifted.

Kyomu took full advantage. Two months after Sakumo's resurrection, the Land of Grass was fully integrated into the Dragon Nation. The third month saw the annexation of the Land of Frost, with its Daimyo captured and exiled.

With these new territories, Kyomu continued expanding the Dragon Nation, undeterred by potential alliances against him. The fourth month marked the annexation of the Land of Fields, coinciding with the completion of Kyomu's massive infrastructure projects. The "Prosperous Land" buff emerged.

With this buff, Kyomu no longer worried about the innate talents of new citizens or potential future shortfalls. Under his rule, the Dragon Nation would only grow stronger.

Moreover, good news seemed to cluster. Before Kyomu sought out Nagato, Zetsu came to him first—specifically, a spore clone of White Zetsu.

"So, you claim you can provide any information across the ninja world?" Kyomu asked, resting his chin on his hand, observing the half-emerged Zetsu clone.

"Absolutely!" The Zetsu clone nodded. "To show our sincerity, I can give you the exact locations of all Uzumaki clan members scattered across the ninja world."

"And what do you want from me?"

"Cooperation with the Akatsuki," the Zetsu clone replied. "We provide intelligence; you provide funding and some military support."

"Akatsuki?" Kyomu shook his head. "I've never heard of it. As for your 'gift,' I'll need to verify it."

"That's understandable. With your efficiency, I believe you can gather the Uzumaki within a month."

"Fine. Once I've confirmed, come back, and we can discuss terms."

The Zetsu clone placed a scroll on Kyomu's desk before sinking into the floor.

"Zetsu, Black Zetsu, Akatsuki—you've finally shown yourselves," Kyomu mused, cautious of lingering spores.

Though he couldn't detect Zetsu's spores, he remained vigilant.

"There are ways to deal with you," Kyomu thought, rubbing his chin. "Short-term cooperation is possible. Zetsu's intelligence-gathering is unparalleled. As for the future..."

Kyomu's gaze hardened. "Black Zetsu's plan to revive his mother must not succeed, and if possible, White Zetsu should be brought under my control."

With a plan forming, Kyomu decided to utilize the Akatsuki to distract the Five Great Nations, ensuring smoother development for the Dragon Nation.

He contacted Obito via a summoning snake, receiving a swift reply. After reading the message, Kyomu smiled and disintegrated the note.

"Yugito, deliver this intelligence to Sakumo-sensei. Have him arrange for the collection of scattered Uzumaki clan members."

"Yes, Kyomu."

With that settled, Kyomu checked his newly refreshed passive skill for the month.

Passive Skill: Doctor Mentor

Skill Description: During the skill duration, your teaching ability increases tenfold. The students' comprehension and integration abilities increase fivefold each. Each new skill or ability mastered by the students will be reflected back to you at three times the proficiency level.

Skill Duration: 30 days

Note: As your students achieve greatness, so will you. If one isn't enough, teach two; if two aren't enough, teach a whole batch. The day of glory will come.

Reviewing the skill, Kyomu called for Shisui.

"Come on, let's test your progress. I've been too busy to train you lately."

"No problem, Sensei. I'll learn whenever you're free."

"By the way, you're almost nine. How about becoming my Shadow Guard Captain?"

"Really, Sensei?!" Shisui's eyes sparkled with excitement. Being the Shadow Guard Captain meant staying close to Kyomu daily.

"Of course. But know that being my captain means less freedom."

"Sensei, I'm willing!"

"Ha-ha."

Kyomu patted Shisui's shoulder. "Let's head to the training ground."

"Yes, Sensei!"

As Shisui eagerly followed, Yugito wanted to join but shrank back at Kyomu's stern glance. Once they left, Yugito fanned herself, trying to cool her flushed face.

At the training ground, Kyomu and Shisui were greeted warmly.

"Ryukage!"

"I prefer you call me Lord Kyomu. It's more personal."

His subordinates relaxed and complied.

"Are you here to train your disciple, Lord Kyomu?"

Nodding, Kyomu's subordinates grew excited.

"Can we join too, Lord Kyomu?"

"Yeah, Lord Kyomu, you taught us a lot during the Sand Ninja campaign."

"Those were good times. I learned Wind Release: Wind Cutter from you."

Amused by their eagerness, Kyomu decided to make the most of his new passive skill, which also boosted those being taught.

"Alright, I have time now. I'll teach you all, either individually or in groups, some powerful techniques."

"Long live Lord Kyomu!"

The training ground echoed with cheers, attracting more ninjas.

Kyomu quickly planned a "Lecture Series" for the Dragon Hidden Village, maximizing the benefits of his new passive skill.
